Born in Gardner on October 29, 1937, he was the son of the late Septime and Pauline (Brideau) Jaillet. He was a graduate of Gardner High School with the Class of 1955 and later graduated from Worcester Trade School in 1959. Seppie was a United States Air Force Veteran serving from 1955 to 1959 and received the Good Conduct Medal. He was a self-employed journeyman electrician until his retirement in 2012.

Seppie was a parishioner of Annunciation Parish/ Our Lady of the Holy Rosary Church of Gardner. He was a member of the Elks Lodge #1426 of Gardner and the Napoleon Club of Gardner. Seppie loved baseball and playing softball. He was a member of the Napoleon Club Softball team and won the State Championship in 1966. While in the Air Force, Seppie played on the Air Force All-Star Team. He was a huge fan of the New England Patriots and Boston Bruins—which he was a season ticket holder for many years. But the time that he loved and truly cherished the most was time spent with his family.
